Eduardo Parra currently serves as the CEO of Parra & Co, a Texas based engineering consulting firm that offers project management, consulting, engineering, and operations to federal, municipal, and private clients. Parra has served as engineer-of-record and engineer-in-responsible charge for the design and construction of water and wastewater works, public works, transit facilities, storm drainage, flood control, and utilities projects in San Antonio and South Texas.

Prior to this he was a principal engineer for a $1.5 billion consulting, engineering, construction, and operations global firm, where he provided solutions to large and complex problems both for the public and private sectors and in various markets.

Parra serves in the board of OPERA San Antonio, the Brackenridge Park Conservancy, and the World Affairs Council of San Antonio. He is a Fellow of the German Marshall Fund of the United States, an alumnus of Leadership San Antonio Class XXXIX, a former board member of the U.S. Green Building Council in Central Texas, and the past chair for the Energy & Sustainability Committee of the Greater Chamber of Commerce in San Antonio. He was honored as San Antonio Business Journal's 2016 40 under 40.

Parra completed his Master of Science in civil engineering and hydraulics from Penn State University in 2001, and has a bachelor's in civil engineering from Universidad Rafael Urdaneta in Venezuela.
